Kyrgyz court sentenced three participants of Chinese Embassy attackIn Kyrgyzstan, the adjudication concerning the people involved in an act of terrorism in Embassy of China in Bishkek was pronounced. It is known that on August 30, 2016 the suicide bomber rammed the gates of Chinese Embassy in Kyrgyzstan by car and detonated a bomb together with the car in the territory of diplomatic mission. As a result of explosion, the terrorist died, three employees of embassy were wounded and serious damage was caused to the building of the consulate.

On June 27, 2017, the Pervomaisky district judge of Bishkek, Adylbek Subankulov, sentenced three participants of the terrorist attack on the Embassy of China, Hasamidin Ismailova, Hikmatillo Abdulazhanov and Kunazim Mansirova, with 10 to 18 years of imprisonment along with confiscation of property. They have been found guilty of terrorist attack preparation by the judge. All three pleaded not guilty to charges of helping organize and finance the attack. Their lawyer, Kurmanbek Tuybaev, said that he will appeal the verdicts.

According to information of the intelligence agencies of Kyrgyzstan, leaders of Sunni extremist group Jabhat al-Nusra had given the command to the leader of a local cell in Central Asia Jama'atal-Tawhidwal-Jihad of Abu Saloh to organize the explosion of the diplomatic mission of China in Bishkek. The act of terrorism was carried out by an ethnic Uyghur, a member of the Turkestan Islamic Party (TIP) organization who had returned from Syria after combat training (the name was not disclosed). He had passed through the border of Kyrgyzstan using a counterfeit passport as a citizen of Tajikistan, Zoir Khalilov, with a 1983 birth date. The Uyghur suicide bomber was not alone. He was helped in the production of the self-made explosive device (SMED), in purchasing a Mitsubishi car and in movement around the city by seven people of the TIP and the Jama'at al-Tawhidwal-Jihad groups. Four of them managed to disappear abroad. They are now in the international wanted list. Therefore, the adjudication was pronounced against three participants of the act of terrorism.

It should be noted that the Uyghur fighters of TIP and the Uzbek jihadists of Jama'at al-Tawhidwal-Jihad are affiliated with the al-Qaeda terrorist group and conduct fighting in Syria under a wing of Jabhat al-Nusra group. When open opposition between al-Qaeda and the Islamic State for leadership in the world jihadist movement began, the head of Jabhat al-Nusra, Abu Mohammad al-Julani, supported Ayman al-Zawahiri and swore fidelity to him. On May 23, 2013 Ayman al Zawahiri wrote the letter in which he condemned al-Baghdadi's actions and was proclaimed to be the lawful representative of al-Qaeda in Syria for Jabhat al-Nusra. In reply, the leader Al-Baghdadi proclaimed creation of Islamic State of Iraq and the Levant (ISIS) and declared his opponents apostates and kafirs. After this conflict between Jabhat al-Nusra and ISIS not only an ideological fight but also bloody military collisions began. In this conflict TIP has resolutely supported al Qaeda and has continued fighting under the direction of Jabhat al-Nusra.

As a scientific researcher, I was interested in the fact that the terrorist attack in the Chinese Embassy in Kyrgyzstan had been organized after audio addresses of the emir of TIP, Abdul Haq al-Turkistani, and the leader of al Qaeda, Ayman al-Zawahiri. In particular, in June 2016 the leader of TIP, Abdul Haq al-Turkistani, publicly supported an Ayman al-Zawahiri. He denounced the Islamic State's so-called caliphate as "illegitimate." He also called the Uyghur Islamists to continue jihad to the bitter end. According to the reporter of Arabic Al Aan TV Jenan Moussa, around 10,000 to 20,000 Uyghur jihadists and their family members from China moved to Syria and joined Jabhat al-Nusra.

The statement of the leader of al-Qaeda Ayman al-Zawahiri was published exactly a month after the address of the emir of TIP on July 2, 2016. Zawahiri says the Muslims of East Turkistan revolted against this "torrent of Chinese atheism," leading to more than "40 uprisings." Eventually this revolt was "transformed" into a "jihadist movement" against the "Chinese invaders." At the end of the speech al-Zawahiri called the Uyghur Islamists to take this sacred fight against everything incorrect all around the world. Exactly two months after the appeal of Ayman al-Zawahiri, Uyghur militants carried out a terrorist attack in Bishkek, attacking the diplomatic mission of China.

It is possible to draw the conclusion that the addresses of the emir of TIP Abdul Haq al-Turkistani and the leader of al-Qaeda, Ayman al Zawahiri, have inspired the Uyghur jihadists to conduct the terrorist attacks directed against government agencies of "atheistic" China. As it has been shown in the analysis, the terrorist attack against the Chinese Embassy was aimed achieving the maximum political effect, but was not aimed at creating the maximum number of victims. The terrorist attack allowed the TIP to remind the world once again that it is a serious player in the world jihadist movement. Such tactics completely correspond to the military and ideological strategy of al-Qaeda.

Today, when al-Qaeda and ISIS lose their positions in the Middle East, it is necessary for the countries of Central Asia, China, Europe and the USA to be very careful. As these two main extremist groups suffer losses on the battlefield and losses of occupied territory, they may try to replace the defeats with acts of terrorism deep in the heart of the enemy.
